Description

The candidate will assist the Enterprise Architecture team to develop and implement an overall EA program plan, including but not limited to a Target EA, Transition Plan and EA governance strategies. Work with lead to develop all stages of enterprise architecture, information engineering, system development methodologies, EA strategic planning, business process re-engineering, workflow processing, requirements analysis, prototyping, system testing, major system and database implementation. Assist in the development of an EA roadmap and strategy, current architecture assessment, architecture tools and repository evaluation and approach, development of EA governance, communication, metrics, investment management, modeling of current and target architecture views, gap analysis, and migration plan to integrate their IT efforts with mission goals.

Experience

  • 8+ years of experience with strategic planning and communications, governance, or enterprise architecture.
  • Project management experience required, preferably with a geographically-distributed team.
  • Some experience with change management within an organization would be helpful.
  • Demonstrated ability to work with and influence Department level advisory organizations in areas such as EA Governance, Capital Planning, and Strategic Planning.
  • Strong knowledge of the requirements of Federal government oversight agencies such as OMB and GAO. Strong knowledge of the most recent OMB EA Assessment framework, FEA-PMO Consolidated Reference Model, and GAO EAMMF.
  • Experience facilitating EA communication, distributing key messages to relevant audiences and stakeholders.
  • Experience communicating EA best practices to clients and following up with implementation of those practices.
  • Demonstrated experience supporting the implementation of EA Governance that encourages cross-functional and organizational involvement, aligns business with technology, and supports IT solutions that are in-line with EA standards.
  • Experience developing Segment Architectures that align with and enable agency strategic goals and business requirements.
  • Demonstrated experience developing EA artifacts including Baseline and Target architecture documents, Transition Plans, and Modernization Blueprints.
  • Experience with an EA repository tool required, including understanding of meta-models and appropriate data to include or not include within an EA repository (System Architect experience is preferred).
  • Familiarity with FEA, Service-Oriented, Zachman, NetCentric, Federated EA, frameworks and concepts
  • Experience developing Performance Architectures that measure the value of EA.
  • Knowledge of Microsoft Word, Excel, Outlook, Project, and PowerPoint
