Description
The candidate will support tasks and projects in support of the Department of Energy Office of the Chief Information Officer (CIO) Capital Planning and Investment Control (CPIC) program. Apply expertise in the areas of IT capital planning and investment control, IT strategic planning, and IT program and business management support, including communications and outreach activities. Interact with clients on a variety of CIO support issues. Apply excellent interpersonal, analytical, communication, and business management skills and a familiarity with federal agency structures, missions, and business management issues and challenges.
Evaluate investments for efficiency and effectiveness. Perform and present quantitative analysis on the appropriate investments.
Manage the Exhibit 300 process and provide subject matter expertise in Exhibit 300 best practices. Assist in improving the, alternatives and cost benefits analysis, risk analysis and mitigation, acquisition strategy, life-cycle costs, and enterprise architecture sections of the business case. Participate in the review of Exhibit 300 business case for submission to the Office of Management and Budget.
The candidate will conduct training and execute special events, meetings, and workshops when applicable. In addition, the candidate will manage tasks, such as Earned Value, Internal Performance Scorecard Criteria, Portfolio Management, independently from start to finish, conduct client interface regarding the status of tasks, and work with the client to identify solutions.
Experience/Education
Required
- 3+ years of experience with capital planning, Earned Value Management, Control Reviews, and portfolio management
- 3+ years of experience with performing and presenting quantitative analysis using Microsoft Excel and PowerPoint
- 2+ years of experience with business case analysis and cost benefit analysis
- 2+ years experience preparing and reviewing U.S. OMB Circular A-11 Section 7 Exhibit-300s and Exhibit-53s
- 3+ years of experience working with the federal IT Policy
- BA or BS degree
- Knowledge of IT strategy and design disciplines, including IT portfolio management, IT investment management, and IT project management
- Manage and lead the IT Planning and Management Services that includes IT Planning/Portfolio Management, Capital Planning, Project Management, IT Governance, Performance Management, Quality Assurance, Communications, and Change Management and Training
- Manage coordination between working groups engaged in project work
- Identify user training needs and devise and manage user training programs
- Overlook development and maintenance of detailed project plan and manage project scope and change control and escalate issues to the Project Manager/Federal POC where necessary
- Microsoft Office, Excel, Outlook, Project and PowerPoint proficiency

- PMP certification is highly desirable
