Position Requirements
Serves as an on-site point-of-contact for the delivery of client products and services to include:
- Technical and project guidance in the fields of geospatial policy, data, applications, technology and enterprise architecture (EA).
- Provide geospatial EA development, facilitating the expansion of geospatial technology sharing across the client enterprise.
- Primary focus will be to lead the design, develop and implementation of a quantifiable solution for the standardization of geospatial production, collection, reporting, transfer, storage and access to “Property and Facilities Data”. This data solution must be accessible, secure, accurate, timely and interoperable with client Program Offices to achieve the best practice solution at the lowest cost.
Required Qualifications
- Minimum of 10 years professional expertise and demonstrated geospatial engineering experience in real property and facilities data.
- Professional experience and working knowledge with real property and facility data to include, but not limited to the Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE) and the Federal Geographic Data Committee (FGDC) and American National Standards Institute (ANSI) Content Standard for Digital Geospatial Metadata (CSDGM), Version. 2 (FGDC-STD-001-1998).
- Geospatial data development, metadata development and management, geospatial systems development and integration. Application integration of a wide range of COTS, GOTS, legacy and open source applications concerning “property and facility data” that can be used across an enterprise.
- Possess a strong GIS technical background with experience in systems and data integration; Expertise in functional and technical GIS design and architecture; Understand and recommend data standards, policies and best practices data solutions; Understand and recommend applicable common data exchange standards, naming conventions, coding standards, and specification documents for enterprise solutions; Assist in definition of application integration approaches and models.
- Demonstrated ability in the collection and communication of client geospatial business requirements and the formation of a resulting geospatial business case; Recommend Integration solutions based on business requirements; Ability to promote integration architecture vision to gather support from IT and business owners.
- Demonstrated ability in effective bi-directional oral and written communication skills (technical and business); Ability to prepare and present briefings, at both the technical and senior management level; independently prepare and deliver final reports, guidance documents and technical findings; and the ability to present the finding to various audience levels of understanding.
- Proficient in Project Management techniques and delivery in a client setting.
- BA or BS degree or equivalent in professional experience.
Desired Qualifications
- Enterprise Portal and portal development, enterprise executive dashboards, enterprise Web Services / SOA, web applications development, datacenter operations support, PDA/mobile applications development, support and integration, and geospatial, environmental and engineering modeling and simulation support.
- Professional experience with the Architecture and Infrastructure Committee, Federal Chief Information Officers Council and the FGDC’s Federal Enterprise Architecture Geospatial Profile v2.0
- Knowledge of Federal Enterprise Architecture models, OMB Circulars A-16, A-119 and A-130, Presidential Executive Order 12906, the E-Government Act of 2002, OMB FEA Program Management Office’s (PMO) 2005 - 2006 Federal Enterprise Architecture Action Plan, Open Geospatial Consortium (OGC) specifications, Federal Geographic Data Committee (FGDC) standards, Geospatial Line of Business initiatives; National Incident Management System (NIMS) and other federal mandates and guidelines.
