Description
The candidate will provide support to the cross functional Consolidated Infrastructure (CI) Program Support and has primary responsibility for updating and maintaining the Business Case Summary (Exhibit 300) for this Program. This activity requires understanding of IT capital planning and investment control processes; IT reporting requirements both external (OMB Circular A-11) and internal (DOE budget formulation & reporting guidance); and standard business case analytical areas including: cost benefit analysis, alternative analysis, risk management, acquisition strategy, performance tracking/reporting, and cyber security reporting.The candidate will also be responsible for the on-going implementation of a quarterly Actual Cost Reporting Process for the over 400 sub-investments across the DOE complex comprising the CI Program major IT investment. This process requires the establishment of baseline costs derived from the business case summary and the development and dissemination of quarterly cost reporting instructions and the collection, summarization, and report of actual costs Department-wide. This function requires the ability to track and analyze costs and variances and the ability to serve as a liaison on behalf of the Office of the CIO with Program Office and Field Site personnel.
The CI Program Support candidate is also responsible for supporting the CI Program governance process including developing meeting agenda and materials for the monthly Consolidated Infrastructure Integrated Program Team (CI IPT) group. This governance body is comprised of members designated by the IT Council. Members represent the interests of their Program Office and/or Field Site in addressing issues common to the comprehensive CI Program. This function requires sufficient technical knowledge of IT issues related to the acquisition, development, operation, and maintenance of infrastructure across a large, diverse complex such that the analyst can serve as an “in-house” expert on best practices and potential solutions.
The candidate will be familiar with external factors that could impact CI Program investments including E-Government initiatives (the IT Infrastructure Line of Business and the Information Security Line of Business) and technological advances in order to be able to provide recommendations to the CI Program (PM) on upcoming issues and solutions. The candidate works under the direction of the CI Program PM, currently the Director of Planning and Architecture within the CIO Office of Planning Architecture and E-Government.
Experience
- Knowledge of federal government policies and procedures
- Assist in improving the effectiveness and efficiency of communication processes within the agency
- Ability to work on projects with minimal supervision
- A wide degree of creativity and latitude is expected
- Strong editing skills a must
- Excellent written and oral communication skills
- Ability to work in a team environment
- Basic knowledge of Microsoft Word, Excel, PowerPoint, Outlook and Project
Requires
- BA/BS degree
- Strong computer skills in Microsoft Word, Excel, Outlook, and PowerPoint
- Excellent listening, organization, and editing skills a must

- Ability to travel locally (within the DC metro area) as needed
