William R. Teel, Jr.

President & Chief Executive Officer

As the President and Chief Executive Officer of 1 Source, William R. Teel, Jr., is responsible for the overall executive leadership of the company, including responsibility for business affairs, corporate strategic planning and mission success.

A native of Anacostia in Southeast Washington, D.C., Teel was the first in his family to graduate from college. Despite challenging beginnings, Teel went on to earn a R.O.T.C. commission to Second Lieutenant from the U.S. Army, and later two Masters degrees, including an M.B.A. from Johns Hopkins University and a Masters in Information Technology from Bowie State University.

With 20 years of professional experience, Teel created 1 Source in 1999. His vision was to build a strategic information technology and management firm that could deliver effectively on the promise of great IT services to U.S. government clients. Teel’s outstanding leadership and his many years of federal, commercial, and non-profit experience drove his passion to make 1 Source a company that delivers excellence on all levels – to clients, to employees, to the community and ultimately to the American people.

Throughout his successful career, William has never forgotten humble beginnings. He has placed a emphasis on personal and corporate philanthropy, making significant contributions to charitable causes and always looking for new opportunities to make a positive difference in the community.

Matt Collins

Executive Vice President & Chief Operating Officer

A native of Bethesda, MD, Matt Collins has spent nearly a lifetime inside The Beltway and from an early age aspired to make a positive difference in the way our government works.

After earning an undergraduate degree in Government from Hamilton College and an M.B.A. from Thunderbird, The American Graduate School of International Management, Collins went on to serve in critical advisory roles on Capitol Hill as well as leadership roles in a variety of private sector companies.

Collins’ more than 20 years’ experience encompasses legislative and communications responsibility on Capitol Hill, Public Relations/Advertising oversight for major international brands; and management of strategic planning and software development for various federal agencies, including the Department of Homeland Security, Department of Defense, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Federal Highway Administration, and Department of Energy.

Collins’ deep passion to do outstanding work on behalf of the American people was the perfect match for Teel’s own commitment, and when the two joined talents, the result was a powerful partnership. Today, Matt Collins is responsible for overall Operations of all contract deliverables for 1 Source, as well as strategically managing corporate communications, marketing, business development, community outreach, and overall client satisfaction.

Jeffrey Fowler

Chief Technology Officer

Jeffrey Fowler serves as the Chief Technology Officer of 1 Source, providing leadership and direction for all technology, security and management endeavors.

Fowler’s career has included serving as the lead architect and project manager for several worldwide infrastructure, communications, collaboration, and security projects. He has also spent a number of years as an enterprise IT strategist and architect consulting within the Department of Energy's Office of the Chief Information Office managing the Systems Engineering team. Most recently, Fowler worked as the Chief Architect and Program Manager for the Department of Energy’s National Nuclear Security Administration’s (NNSA) Classified NNSA Network Vision (C2NV) project as part of a nationwide IT modernization program for the introduction of cloud computing, communications and collaboration services, mobility, and virtual desktop infrastructure services.

He is the recipient of numerous awards, Fowler’s specialties include Enterprise Services Strategy, Solutions Architecture, and Project Management, and Program Management. Fowler graduated with honors from the University of Maryland, University College in Technology Management, and holds a Master’s of Science in Technology Management.

His unique ability to anticipate and respond to the evolving IT landscape, manage change, solve difficult problems, and think creatively on behalf of customers is at the core of 1 Source’s mission to deliver outstanding service to its clients.
