Proposal Writer (20-029)

Location: Washington, DC

Duties and Responsibilities:

1 Source is looking for a Proposal Writer to be fully capable of solutioning, developing, and writing Information Technical (IT) proposals for the Federal Government from start to finish (i.e., Management Volume, Technical Volume, Past Performance Volume, and QA/QC Volume) for a Government entity, and relevant to the lifecycle of IT Service and Support. Duties and responsibilities include, but are not limited to:

  • Review client RFP and Statement of Work (SOW) to help determine how to structure the response to be compliant, compelling, and highly rated by the client
  • Based on Government requirements from the RFP, work with Capture Manager to identify possible past performance references that closely match the requirements
  • Solicit approval from operating companies to be used as references
  • Develop content for each proposal, and work with PMs to validate that the content accurately reflects work being performed
  • If a past performance questionnaire is required, work with the PMs to pre-populate any sections containing contract information (account name, dollar value, period of performance, services provided, etc.) and keep in contact with the PM to make sure their client completes and returns the questionnaire before the due date
  • Create the comprehensive work product based on input from the Capture Manager and Proposal Manager
  • Incorporate feedback based on proposal draft reviews to ensure the final narrative is compliant, compelling, and high scoring
  • Plan content using techniques such as templates and annotated outlines

Qualifications:

Education and Years of Experience:

  • Bachelor’s Degree is preferred
  • 5+ years of developing government proposals

Required Skills:

  • Must have solid, well-rounded technical background (current/future technologies, industry best practices, etc.) across all aspects of IT Service Management
  • Must have solid understanding of Program and Project Management requirements and techniques
  • Must understand how to develop quality assurance plans for proposals
  • Must be timely, conscientious, and accurate
  • Must have exceptional command of English language and of “proposalese”
