Software Project Manager (19-073)


Location: Washington, DC

Security Clearance Eligibility: Active Public Trust Clearance

Duties and Responsibilities:

1 Source is looking for a Software Project Manager to work collaboratively with other contractors and federal staff at the Alcohol and Tobacco Tax and Trade Bureau (TTB) to help improve the web-based applications used by distillers, brewers, and others who come to TTB for a series of approvals. TTB support resource also use these applications to aid industry members through the approval process. As the Project Manager, you will be responsible for leading Agile teams focused on making critical changes to the existing applications while helping chart the path to develop the next generation of TTB technology solutions. This effort will require interaction with internal and external stakeholders to ensure that the solutions meet their needs and reduce the regulatory burden. Helping the external stakeholders get their products to market most efficiently is our primary mission. Other duties and responsibilities include, but are not limited to:

  • Drive the day-to-day operational aspects of delivering software releases to customers
  • Provide a single point of contact with the Government for all contracted work to ensure compliance, process consistency, quality deliverables and customer satisfaction
  • Work with customer engagement and technical leads to translate customer requirements into specific tasks for all functional areas and actively bring together, track and drive all issues to closure
  • Ensure that all projects are delivered on-time, within scope, and within budget
  • Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs
  • Measure project performance using appropriate systems, tools and techniques
  • Perform risk management to minimize project risks
  • Create and maintain comprehensive project documentation
  • Collect and analyze feedback from customers, stakeholders and other teams to shape requirements, features and future sprints
  • Assist in improving process and procedures within the team
  • Work closely with the software engineering, infrastructure and customer engagement teams to resolve technical and logistic issues


Education and Years of Experience:

  • Bachelor’s or Master’s degree in an IT discipline
  • 5-10 years of recent IT and Software Delivery Management experience

Required Skills:

  • Strong background in managing Agile-based, enterprise software development initiatives 
  • History of delivering software solutions on time and within budget
  • Demonstrated excellence in oral and written communications
  • Solid organizational skills including attention to detail and multi-tasking skills 

Desired Skills/Certifications:

  • PMP/Agile certifications are a plus
  • Background in Software Development and Software Engineering, Data Architecture, Data Warehousing, and or Quality Management

  • Active Public Trust clearance (We are able to hold Secret security clearance)
