Scrum Master (19-030)


Location: Washington, DC

Security Clearance Eligibility: Active Public Trust clearance

Duties and Responsibilities:

1 Source is looking for a Scrum Master to work collaboratively with other contractors and federal staff at the Alcohol and Tobacco Tax and Trade Bureau to organize and monitor the development team’s scrum processes and meetings. The goal is to increase the team’s efficiency by practicing a servant-leader approach to work with team members; removing distractions and impediments while properly documenting the team’s progress. Additionally, the Scrum Master will ensure that the end product meets the standards outline in the Definition of Done. Other duties and responsibilities include, but not limited to:

  • Guide the team and organization on how to use Agile/Scrum practices and values
  • Guide the team on how to get the most out of self-organization
  • Assess the Scrum Maturity of the team and organization, and coach the team to higher levels of maturity, at a pace that is sustainable and comfortable for the team and organization
  • Remove impediments or guide the team to remove impediments
  • Facilitate getting the work done without coercion, assigning, or dictating the work
  • Facilitate discussion, decision making, and conflict resolution
  • Assist with internal and external communication, improve transparency, and radiate information
  • Support and educate the Product Owner, especially on grooming and maintaining the product backlog
  • Provide all support to the team using a servant leadership style whenever possible, and leading by example


Education and Years of Experience:

  • Bachelor’s Degree in Information Technology or related field is preferred
  • Certified Scrum Master (CSM) certification is preferred
  • 1+ year of Scrum Master experience for a software development team that applied Scrum principles, practices, and theory

Required Skills:

  • Good skills and knowledge of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency
  • Knowledge of various well-documented patterns and techniques for filling in the intentional gaps left in the Scrum approach
  • Knowledge of other Agile approaches: XP, Kanban, Crystal, FDD, etc.
  • Awareness and experience with widely successful Agile techniques: User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games
  • Excellent communication and mentoring skills
