Personnel Security Specialist - Team Lead (19-022)

Location: Washington, DC

Security Clearance Eligibility: Secret Security Clearance

Duties and Responsibilities:

1 Source is looking for a Personnel Security Specialist – Team Lead to work collaboratively with other contractors and federal staff at the United States Secret Service to provide administrative and technical support in relation to the issuance, control, and completion of applicant security backgrounds and employee periodic re-investigations. Other duties and responsibilities include, but not limited to:

  • Act as the liaison between the contractor and the contracting officer representative
  • Assist with organization and prioritizing large volumes of information in an effective and efficient manner under varying constraints
  • Receive, log, and/or review request for initial or updated investigations to ensure proper procedural requirements have been satisfied prior to opening the investigation
  • Review personnel security documentation and provide input on controversial issues or discrepancies identified
  • Coordinate and monitor progress of investigations by periodically reviewing the status of case files to determine which phases of the investigation remain to the be completed
  • Review and assemble case files, and make recommendations for final adjudication and issuance of a clearance
  • Research applicable regulations, guidance, policies, procedures to address general personnel security issues or personnel security issues of an individual case
  • Assist in drafting decision documents and memoranda for final review by government personnel
  • Research applicable regulations, guidance, policies, procedures in order to assist government personnel with the development or revision of new or existing SOP’s
  • Fingerprinting applicants
  • Schedule applicant and/or employee security interviews and polygraph examinations
  • Provide assistance to lower level staff


Required Skills:

  • 4+ years of personnel security experience
  • 1+ year of supervisory/team lead experience
  • Experience with performing general personnel security case management, assembling personnel security case files, and recommending cases for final adjudication
  • Knowledge in one or more of the personnel security program areas (pre-screening process, single-scope background investigations, periodic reinvestigations, etc.)
  • Working hours will be 8:00 AM – 4:30 PM
