Program Description
1 Source Consulting has access to Functional Category 5 in the DHS EAGLE contract through CACI. CACI was selected as a prime contractor on the EAGLE contract in the large business set-aside track.

Functional Category 5: Management Support Services
The full range of business and technical management services are included. These services assist in the development, implementation and continuous improvement of policies, procedures, guidelines and directives. These documents and guidance allow DHS to comply with the requirements of law and legislation, and operate their enterprise in an efficient and effective manner.
Management Support Services encompass all areas of IT policy and planning, including but not necessarily limited to the following:
- Business process reengineering
- Enterprise architecture
- Enterprise and program management office support (e.g., business case development and performance management)
- Enterprise resource management
- IT transformation and strategy
- Organizational change leadership
- Security
- Training
