Bill Sylvester serves as Corporate Chief Operations Officer providing strategic, tactical, and operational planning as well as expertise in Program Management Office Oversight, Trend Analysis, and Quality Assurance and Management.
Before joining our team, Bill was the Chief Infrastructure Officer in the Office of the Chief Information Officer at the Department of Homeland Security (DHS). In this capacity, he provided DHS with a wide range of IT services and expertise on IT infrastructure. Bill also served as Chairman of the Enterprise Infrastructure Board (EIB). Through his proven ability to develop and apply cost-effective IT solutions and delivery of quality IT services, he enabled DHS to achieve its goals.
Prior to DHS, Bill worked at the Department of Energy where he spent the majority of his career working in the fast paced, ever-changing field of Information Technology. Most recently, Bill served as the Chief Technology Officer providing both the IT service delivery strategy and corporate IT perspective. Bill participated in the Government Executive Exchange Program in which he served as the Director of IT Operations and Infrastructure for the Department of Treasury.
Bill also served as the first CIO for the IT Operations within the Department of Energy, providing nationwide IT infrastructure support and services across all areas of the Department, and held principal IT management and leadership positions in both the Departments of Energy and Defense.
Bill obtained his undergraduate degree from the University of Arkansas and Masters Degrees from Webster University and Pepperdine University. He has completed postgraduate work at George Washington University and is a graduate of the Army Command and General Staff College and the Army War College.
